Did You Know? If the install of your reverse cycle heating and cooling means you no longer need a gas supply (if your replaced gas heating was your only remaining appliance), you will be able to disconnect your gas supply, either through plugging the line or completely decommissioning the meter. The cost for residential gas network disconnection through ActewAGL is $136.90 (as of September 2021) and can be included under the loan. Doing this will also save you about $350 annually as you will no longer need to pay a gas connection charge, so disconnecting is recommended if you will no longer have any gas appliances.

Home Energy Support Program product requirements

 

To ensure good value for money, reverse cycle heating and cooling systems under the Program must meet the following requirements: 

The system model number must appear on the Greenhouse and Energy Minimum Standards register and be able to operate in a ‘Cold Zone’ as per the Minimum Energy Performance standards.

The system installed must be electric. It cannot be gas. 

The system must be able to provide both heating and cooling functions. 

The system must meet the following H1 temperature condition requirements.

How to Apply

The process has three primary steps:

 

Step 1. Attend a free one hour live Everyday Climate Choices online workshop by the ACT Government.

 

Step 2. Get a quote for installation and submission of Category B application form [PDF 268KB] before product installation.

 

Step 3. Submission of Category B rebate form [PDF 389KB] after product installation.

 

The rebate will then be paid directly to you, generally within 10 business days of the ACT Government processing the form.

Am I eligible?

 

You are eligible if you meet all the following:

Hold an Australian Government Pensioner Concession Card or Department of Veterans’ Affairs Gold Card; 

Own and live in the property;

Have attended a free Everyday Climate Choices workshop delivered by the ACT Government

Roles and responsibilities

 

Your role

o   Read and agree to the Applicant Terms and Conditions which can be found on the Everyday Climate Choices Website at climatechoices.act.gov.au;

o   Research and educate yourself on the product most suited to your needs.

o   Product Factsheets and other resources to assist with your research can be found on the Everyday Climate Choices Website at climatechoices.act.gov.au;

o   Choose approved suppliers that best meet your individual requirements and expectations;

o   Check your eligibility, including attending a free workshop;

o   Select the best quote for your needs;

o   If you are applying for a loan, understand your obligations under the loan agreement;

o   Read and understand the suppliers’ terms and conditions, including warranty period and product maintenance requirements; and

o   Consent to ACT Government collecting relevant information from you as needed to provide you with tailored assistance and help with the ongoing improvement of the Program. This information will be kept confidential and will only be reviewed by the Program delivery team.

 

Loan provider’s role

o   Capture your rebate/loan application and assess your eligibility for a loan;

o   Pay the product supplier on your behalf, after your system has been successfully and compliantly installed;

o   Receive your loan payments for the term of your loan;

o   Manage information and data between suppliers, customers and the ACT Government;

o   Manage customer complaints (specifically in relation to the loans);

o   Manage the performance of suppliers, including safety and quality assessments; and

o   Process applications where the customer decides to apply for a loan as well as the rebate. Customers applying for a rebate only will have no interaction with the loan provider.

 

Approved suppliers’ role

o   Assess the suitability of your home, provide a quote for the product and installation,

answer questions regarding the system and help you with your application;

o   Check eligibility for the Program by requesting evidence of an Australian Government

o   Pensioner Concession Card or DVA Gold Card;

o   Arrange for the installation of your product;

o   Ensure a suitably qualified and accredited person will install the product, and make sure the product is working;

o   Give you information on how the product works and who to contact if there are issues;

o   Fix any issues with the installed product in line with product warranties. 

 

ACT Government’s role

o   Manage the overall delivery of the Program;

o   Assess and process your rebate only application and rebate claim form;

o   Give advice and support on understanding the products available and how to make the most of your products;

o   Provide workshops and other educational resources relating to the Program; and

o   Make payment of the rebate to the homeowner once the product has been installed.

 

Unauthorised suppliers

Ensure the supplier you have chosen is an approved supplier as part of the Sustainable Household Scheme. You can do this by checking the Brighte website. Be wary that fraudulent persons may claim to be approved suppliers.
